특집 다큐멘터리 ‘참혹한 세월, 국가의 거짓말’의 영문본입니다.
영어 번역은 미국 교민들이 참여하고 있는
<Sewol Ferry Worldwide Supporters Translation Team>이 해주셨습니다.
It is an English version of a documentary special,
“Cruel Times: Lies of a Nation,” published by Newstapa on April 16, 2015,
marking the first anniversary of the Sewol ferry disaster.

프롤로그
Prologue
진도 앞바다.
참혹했던 1년 전 참사의 현장을 다시 찾았다.
파도를 타고 일렁이는 부표 하나가 살아있는 자들에게 묻는다.
The Sewol ferry sank in the sea off Jindo
on April 16 last year.
하늘의 별이 된 아이들을 위해,
당신은 1년 동안 도대체 무엇을 했느냐고.
What has been done during the past year
for victims that have never returned?
PART 1
벌써 1년.
그러나 아직도 돌아오지 못한 9명의 실종자.
A year has passed after the Sewol ferry disaster
and nine bodies are still missing.
가족들은 저 바다 밑 세월호에
분명히 혈육의 시신이 남겨져 있다고 믿는다.
7개월의 수색 과정이 얼마나 엉성했는지 곁에서 지켜봤기 때문이다.
The bereaved families, who have witnessed poor search efforts
made by the government for the past seven months,
firmly believe that the bodies of their loved ones are
still remaining inside the sunken ferry.
그러나 정부는 13차례 수색한 곳에서 시신이 나왔는데도
최선을 다했다며 수색을 종료했다.
Yet, even after a body was found from a location
where rescue authorities had claimed to have searched for 13 times,
the government terminated search efforts
while insisting it did its best.
취재진은 당시 수중수색의 핵심담당자들을 빠짐 없이 만나
지금껏 알려지지 않은 부실한 수색의 전말을 확인한다.
After having met thoses who were responsible for the search efforts,
Newstapa reporters expose the details of the
poor search opearation for the first time.
그리고 결론내린다.
Our investigation has reached a conclusiton:
“국가는 그들에게 ‘한’을 남겼다.”
the country has left a deep resentment
in the hearts of the victims’ families.
PART 2
더 이상 물 속으로 들어갈 방법이 없는 실종자 가족들.
The underwater search is no longer an option for the families.
이젠 물 밖으로 배를 들어올려야 혈육을 만날 수 있다.
The only way that the families can find the bodies
of their loved ones is to salvage the sunken ferry.
수색을 마치면 당장이라도 인양에 나설 것처럼 말했던 정부.
The government acted as if it would embark on the immediate salvage
of the ferry after the completion of the search opearation.
그러나 가족들의 참여는 배제한 채
언제 끝날 지 모를 ‘기술적 가능성 검토’만 계속했다.
However, it changed its stance and procrastinated the salvage
by claiming to be reviewing technical possibilities.
참사 1년이 임박해서야 비로소
‘‘인양’이라는 단어를 입에 올린 대통령.
Ahead of the first anniversary of the accident,
President Park Geun-hye at last called to salvage the sunken ferry.
그제서야 기다렸다는 듯이
“인양이 기술적으로 가능하다”고 발표한 해수부.
The Ministry of Oceans and Fisheries, after the President’s remark,
finally announced that the salvage is technically possible.
그러나 정부는 이미 지난해 5월에
세월호를 인양할 기술적 방법을 알고 있었다.
Yet, since May last year, the government has already known
technical ways to salvage the Sewol.
실종자 가족들은 말한다.
“국가는 우리를 기만했다.”
The families of the missing victims tell that
they have been deceived by the government.
PART 3
1년 전 그날, 아이들은 여느 때처럼 학교에 갔다.
수학여행에 빠지는 아이를 결석 처리하므로 세월호는 학교였다.
그런데 학교에 갔던 아이들이 돌아오지 않는다.
On the fatal day last year,
the victims went aboard the Sewol
without knowing they would not return.
왜 돌아오지 않는지, 지금 어디에 있는 건지 묻는 건
부모라면 당연하다.
Their parents demand to know where they are now
and why they have not returned.
세월호 특별조사위를 탄생시킨 건
이같은 부모들의 염원이다.
The idea of a special investigation committee on the Sewol ferry disaster
was born out of the longing of the families.
그러나 출범조차 하지 못한 채 좌초될 위기다.
However, the committee is on the verge of falling through
without being launched yet.
대체 누가 자식 잃은 부모들의 마지막 희망을 꺾고 있는가.
Who is killing the last hopes of the families
who have lost their loved ones?
에필로그
Epilogue
2014년 4월 16일.
절대 잊지 않겠다고 약속했다.
결코 가만히 있지 않겠다고 다짐했다.
