지난 해 4월 304명의 어린 승객들이 사망한 세월호 침몰 선박 인양를 둘러싼 진상 조사가 시작부터 난항을 겪고 있는 가운데, 한국 정부가 인양 여부 조사에 착수했다고 27일 세계 해양 전문지인 마리타임이 보도했다.

침몰원인과 인양 가능성 여부 조사를 위해 한국 해양과학 기술원과 인양 전문 조사기관인 영국 ADUS는 해저에 가라앉혀진 세월호 상태를 입체영상으로 촬영에 들어갈 것이라고 기사는 전했다.

마리타임은 이어서 세월호 인양여부에 대한 결정은 기술적 문제를 고려하고 여론을 수렴한 뒤 중앙재난 안전대책본부에 의해 이루어질 것이라는 정부의 발표를 전하며, 3월 경에 조사보고서가 나온 이후에야 인양 결정이 확정될 것으로 예측했다. 

한편 27일 인양 비용이 많이 들어서 세월호 인양 결정에 국민적 합의가 필요하다는 이주영 의원의 발언이 전해진 후, 네티즌들은 “유족의 뜻이 국민의 뜻”, “4개강 20조, 자원외교 41조는 국민의 합의가 있었나?” 등의 의견을 보이며 비난이 이어졌다.

안산분향소 근처, 침몰한 세월호의 실종자와 희생자들을 위한

South Korea began an underwater probe to decide whether to lift up Sewol, which capsized during a routine Incheon-Jeju trip on 16 April 2014, leaving 304 of 476 passengers either dead or missing.

한국은 2014년 4월 16일 제주도로의 정기운항 중 전복되며 476명 승객 중 304명이 사망 혹은 실종된 세월호를 인양할지의 여부를 결정하는 해저조사에 착수했다.

According to the Ministry of Oceans and Fisheries, a 2,000-tonne barge Hyundai Boryung carrying experts from Korea Institute of Ocean Science & Technology and Advanced Underwater Surveys was sent to the location where the ferry sank, 3.3km away from north of Jindo, South Jeolla Province.

해양수산부에 따르면 한국해양과학기술원과 영국 ADUS 연구원들이 탑승한 2천톤급의 바지선 현대보령호가 전라남도 진도 북쪽으로 3.3km 떨어진 세월호 침몰 장소로 출항했다.

The team until tomorrow is using a multibeam echo sounder to videotape the hull of the ferry, 37m beneath the water to make a 3-D video based on the recorded data.

이 팀은 내일까지 해저 37m에 있는 선체를 촬영하기 위해 다중빔음향측심기를 이용하며 기록된 자료를 토대로 3-D 영상이 만들어진다.

The Korea Institute of Ocean Science & Technology will investigate how the ferry sank and check if the ferry is embedded in the seabed.

한국해양과학기술원은 세월호가 어떻게 침몰했는지 조사할 것이며 해저면에 묻혔는지도 점검할 것이다.

Other factors such as the changes of the hull caused by water pressure and location change affected by tidal current will be studied as well.

또한 수압에 의한 선체의 변형과 조류에 의한 위치 변경과 같은 요인들도 조사될 것이다.

When the investigation of the hull is completed, acoustic doppler current profilers will be installed in the directions of north, south, east and west with the ferry at the centre to measure the tidal current at the accident spot for four weeks.

선체 조사가 마무리 되면 사고 지점에서의 조류를 4주 동안 측정하기 위해 세월호를 중심으로 주변 동서남북으로 다층음향도플러유속계(ADCP)가 설치될 것이다.

Meanwhile, the government ended underwater searches for the nine missing victims of the Sewol disaster on 11 November last year and announced that the decision whether to hoist up the ferry would be made by the Central Disaster and Safety Countermeasures Headquarters after considering technical issues and collecting public opinion.

한편 정부는 지난해 11월 11일 세월호 참사의 9명의 실종 희생자들에 대한 수색을 끝냈고, 세월호를 인양할 것인지에 대한 결정은 기술적 문제를 고려하고 여론을 수렴한 뒤 중앙재난 안전대책본부에 의해 이루어질 것이라고 발표했다.

Accordingly, the Ministry of Oceans and Fisheries established a task force on 27 November consisting of 23 experts to prepare for the underwater probe. The investigation report will come out in March and the final decision will be confirmed afterwards.

이에 따라, 해양수산부는 수중탐사를 준비하기 위해 23명의 전문가들로 구성된 전담반을 11월 27일 출범시켰다. 조사 보고서는 3월에 나올 예정이며 최종 결정은 그 후에 확정될 것으로 보인다.
